Overview
The Purpose-based Islamic Leadership (PIL) Programme is an executive leadership programme offered by IBFIM (Islamic Banking & Finance Institute Malaysia). It is specifically tailored for senior executives from financial and non-financial institutions, both locally and internationally.

Developed to cater for multi-faith participants, the PIL Programme is structured around a comprehensive Islamic leadership framework, focusing on key principles, distinctive features and practical implementation. It covers foundational knowledge of Islamic leadership, explores its differences from contemporary models through case studies and addresses potential challenges, including leadership derailment, while fostering self-reflection and the values of Adab for personal and organisational growth.

The PIL Programme is a Tawhidic-based programme designed to cultivate ethical leadership by integrating Islamic values and principles derived from diverse sources. Participants will engage in an enriching learning experience through in-depth classroom sessions, dialogues, case analyses and reflective engagements.

Upon completion of the programme, the learners will be able to:

  • Recognise the distinctive features of Islamic leadership;
  • Understand its worldview, principles and values;
  • Examine its application and implementation in the contemporary leadership context;
  • Learn factors leading to leadership derailment and the loss of Adab; and
  • Cultivate the leadership principles in professional practices.

1. Classroom Sessions
a. Topic 1: Key Principles of Islamic Leadership Framework
This topic provides the foundational knowledge on the framework and features of Islamic leadership and elaborates specific competencies in the area of cognitive, emotive and executive domains.

b. Topic 2: Distinctive Features of Islamic Leadership vs Contemporary Leadership
This topic maps out the leadership principles and values from the worldview of Islam, emphasising the centrality of knowledge in Islamic leadership practices. It is complemented by case studies that illustrate the distinctions between Islamic leadership and contemporary approaches.

c. Topic 3: Implementations of Islamic Leadership, Potential Challenges and Solutions
This topic elaborates on the concept of derailment and its implications, identifying the causes of derailment in personal and professional leadership capacities. It encourages self-reflection to recognise and address areas of personal derailment while fostering the values of Adab for both personal and organisational growth and development.

d. Topic 4: The Meaning and Experience of Happiness in Islam
This topic discuss on the concept of true happiness in the present world and hereafter. The topic also discussed the opposite of sa‘ādah is shaqāwah (Misery) and compares it with western and secularised concept of happiness.

2. Islamic Leadership in Action (ILiA) Sessions
This session showcases the best practices from prominent industry leaders on the implementation of Islamic leadership principles.

3. Peer Reflection and Presentation Sessions
This session will engage learners to reflect on their learning experiences throughout the programme.

4. Post-programme
This session aims at evaluating the effectiveness of the programme through application of Islamic leadership principles and values within their organisation, six (6) months after completion of the programme.

Dr. Wan Mohd Nor Wan Daud

Dr. Wan Mohd Nor Wan Daud

Dr. Wan Mohd Nor, the founder and former Director of Raja Zarith Sofiah Centre for Advanced Studies on Islam, Science, and Civilisation (RZS-CASIS) at Universiti Teknologi Malaysia (UTM). Before established RZS CASIS, he served as Deputy Director of ISTAC from 1998 to 2002, alongside the Royal Laureate Professor Syed Muhammad Naquib Al-Attas, played a significant role in various aspects including curricular planning, instruction, student development, library acquisition, publications, seminars, and public relations. He also worked as a Consultant Scholar for the International Centre for Leadership in Finance (ICLIF) at Bank Negara Malaysia (BNM) in 2005. Dr. Wan Mohd Nor has authored more than 17 books, published over 40 academic articles and focused his research on areas such as ICLIF Leadership, Educational Philosophy, Knowledge, Language, Thought and the Civilization of Islam, and Budaya Ilmu. He was honoured as the inaugural Chair Holder of The Distinguished Syed Muhammad Naquib Al-Attas Chair of Islamic Thought at RZS-CASIS on March 1, 2019. Furthermore, he has been reappointed for the term Feb 2023 - Jan 2025, marking his esteemed position.

Tan Sri Abdul Wahid Omar

Tan Sri Abdul Wahid Omar is currently the Chairman of Cypark Resources Berhad (Malaysia’s leading renewable energy company) and IOI Corporation Berhad (Malaysia’s leading, globally integrated and sustainable palm oil company). He was formerly the Minister in the Prime Minister’s Department in charge of Economic Planning and immediate past Chairman of Bursa Malaysia Berhad. He is regarded as one of the most accomplished corporate leaders in Malaysia having successfully led as CEO three major organisations in infrastructure development (UEM Group 2001 - 2004), telecommunications (Telekom Malaysia 2004 - 2008) and financial services (Maybank 2008 - 2013). He served as Group Chairman of Permodalan Nasional Berhad (PNB), Malaysia's largest fund management company, from August 2016 to June 2018 following completion of his term as a Senator and Minister from June 2013 to June 2016. Prior to his cabinet appointment, Tan Sri Abdul Wahid was the President and CEO of Maybank, Malaysia’s largest public listed company and one of the leading banking groups in Southeast Asia. He was credited with transforming Maybank into a regional banking group and a global leader in Islamic finance. He also currently serves as the Chairman of WWF-Malaysia and MySDG Foundation, Pro-Chancellor of Universiti Sains Islam Malaysia (USIM) and INCEIF University and as the Sultan bin Abdulaziz Visiting Fellow at the Oxford Centre for Islamic Studies. Tan Sri Abdul Wahid is a member of the Association of Chartered Certified Accountants (ACCA), the Institute of Chartered Accountants in England & Wales (ICAEW) and the Malaysian Institute of Accountants (MIA). Tan Sri Abdul Wahid has received numerous awards throughout his career. These include Malaysia's CEO of the Year 2006 award from Business Times/American Express, The Asian Banker's 2013 Leadership Achievement Award for Malaysia and The Edge Value Creator: Outstanding CEO of Malaysia award 2013. Most recently in April 2025, he received the Saleh Kamel Islamic Economics Award from HRH the Governor of Madinah in recognition of his contribution to the advancement of Islamic banking.

Tan Sri Azman Mokhtar is currently the Chairman of INCEIF University (The International Centre for Education in Islamic Finance) and the Chairman of the Board of Directors of Universiti Teknologi Malaysia (UTM). Between June 2004 and July 2018, he was the Managing Director of Khazanah Nasional Berhad, Malaysia's strategic investment fund (“Khazanah” with AUM of approximately USD40bn then), and between December 2021 and December 2023, he was the Chairman of Lembaga Tabung Haji Malaysia (Hajj Pilgrims Fund Board with AUM of approximately USD20bn). He was also the Chairman of the Malaysia International Islamic Finance Centre (MIFC) Leadership Council from October 2022 to October 2025. Other current affiliations include as a member of the Steering Committee of the Global Ethical Finance Initiative (GEFI), Edinburgh, the Advisory Board of the University of Oxford Technology and Management Centre for Development, the Investment Advisory Council of the Kingdom of Saudi Arabia, a Visiting Fellow and a member of the Investment Advisory Committee of the Oxford Centre for Islamic Studies (OCIS), a member of the Securities Commission Malaysia’s Capital Market Advisory Council, a member of the National Council on Islamic Affairs of Malaysia, a member of the Islamic Religious Council of the Federal Territory of Malaysia (MAIWP), an Advisory Board member of Mundi Ventures in Madrid, the Advisory Board of the College of Islamic Studies, Hamad Bin Khalifa University, Qatar, a Development Leadership Dialogue Fellow at the School of Oriental and African Studies (SOAS) of the University of London, an Honorary Fellow at the Institute for Islamic Understanding, Malaysia and a member of the Global Future Council on Investing, World Economic Forum (Davos). Tan Sri Dato’ Sri Syed Zainal Abidin Syed Mohd Tahir was Executive Chairman of the company since 9 December 2022, Group Managing Director of the company since 1 October 2020, and earlier was appointed as Independent Non-Executive Director of the company on 1 July 2020. He is also Chairman at SilTerra Malaysia Sdn Bhd, a strategic investment of DNeX and Beijing Integrated Circuit Advanced Manufacturing and High-End Equity Investment Fund Center (Limited Partnership) (“CGP Fund”). He previously held the position of Vice President, Downstream Marketing, Petroliam Nasional Berhad (“PETRONAS”) and served as Managing Director of PETRONAS Dagangan Berhad. He began his career as a Project Engineer with PETRONAS Gas Sdn Bhd in 1987, before joining PETRONAS in 1992 as Senior Executive of the company’s Corporate Planning & International Business Development unit. He then left to join HICOM Holdings Berhad in 1995, where he assumed various senior positions in the company. In 1999, he lent his expertise to PERODUA when appointed Senior General Manager. Subsequently, he was appointed Executive Director of PERODUA Auto Corporation Sdn Bhd in 2002 and later promoted to Deputy Managing Director of PERODUA in October 2005. Thereafter, he also held various key positions in established corporations including Proton Holdings Berhad as Group Managing Director, RHB Bank Berhad and RHB Islamic Bank Berhad as Independent Non-Executive Director. In July 2018, he was appointed as Chairman of the Board of Universiti Teknologi MARA until January 2021. He is currently Chairman of PAA Digital Trade Alliance, the first global alliance that aims to promote and provide secure and value-adding IT infrastructure and facilities for efficient global trade and logistics. Additionally, he serves as Chairman of Perbandaran Waqaf Selangor, and Cahya Mata Oiltools Sdn Bhd as well as a board member at Cahya Mata Sarawak Berhad, Cahya Mata Cement Sdn Bhd and Islamic University Selangor. He served as Chairman of PUSRAWI Heritage Sdn Bhd and Council Member of the Federal Territories Islamic Religious Council (“Majlis Agama Islam Wilayah Persekutuan or MAIWP”). With his vast experience in transforming organisations and leading several large organisations, he is often invited to give talks and lectures in Transformational Leadership and often gives advice to both the government and private sector in Malaysia. He is active in community work through several non-governmental organisations (“NGOs”) that help victims of natural disasters. He holds a Bachelor of Science in Civil Engineering from University of Maryland, United States of America.

Dr. Mohd Nizam was one of the founding directors of the Malaysian Institute of Integrity since it was established in 2004 and went for optional retirement in 2020. During his tenure, he led his teams focusing on education and training, private/professional sectors partnership, and ethical integrity knowledge research discipline and institutional consulting. He has served as Adjunct Fellow and Expert Resource to UUM, UTM, UTP and UMT. He has authored, edited and published customised training modules, academic articles and referred books on ethics, leadership and national/organisational integrity systems. His latest work on Governance was published by MPC as a working guide to government agencies like MACC and PDRM and industry leaders. He was the immediate past chairman of the Ethics Standard Board at the Malaysia Institute of Accountants. In his part time, he coaches participants in outdoor-based team building courses with Veteran PDRM VAT 69 in Perak and is actively involved with ANSARA MARA alumni NGO. He is a life-long student to alMarhum YM Tan Sri Royal Laureate Professor Dr Syed Muhammad Naquib al-Attas (Founder-Director of ISTAC) and Professor Dr Wan Mohd Nor Wan Daud (Founder-Director of CASIS UTM).

Mr. Muhammad Izzam Mohd Khazar

Izzam Khazar is the former Deputy Director and Shariah Specialist at Bank Negara Malaysia and currently serves as Consultant for Executive Leadership Program at IBFIM, Research Consultant at ISRA Institute, INCEIF University while advising HSBC Amanah, Bank Rakyat and Federation of Financial Services Cooperatives as Shariah Committee Member. He has held pivotal Shariah leadership and advisory roles across global financial centers, including Noor Investment Group in United Arab Emirates, Maybank Islamic, Al Rajhi Bank, and Bena Capital in United States. Throughout his journey, he has contributed to policy development, advisory and strategic planning in the realm of central banking, Islamic banking, takaful, waqf and capital markets, supporting the advancement of Islamic finance beyond boundaries. A Fellow of the Association of Shariah Advisors in Islamic Finance and previously a member of the Islamic Finance Committee at the Malaysian Institute of Accountants, he has led numerous Shariah audits and conducted training and lectures in more than ten countries. He holds a Master’s in Islamic Banking, Finance and Management from the University of Gloucestershire, a Shariah's degree from Al-Azhar University Egypt, Usul Fiqh's postgraduate from Fatah Institute Syria and certificates in public policy analysis from the London School of Economics and Political Science and economic for public policy from the Blavatnik School of Government, University of Oxford.

Dr. Mohd Hilmi Ramli is an accomplished academician specialising in Islamic thought and civilisation. He earned his Ph.D. and Master of Philosophy degrees from RZS CASIS, Universiti Teknologi Malaysia (UTM), showcasing his dedication to advanced research. Currently, he serves as a Director at UTM’s Raja Zarith Sofiah Centre for Advanced Studies on Islam, Science and Civilisation (RZS-CASIS) since June 1, 2024. Prior to his current roles, Dr. Mohd Hilmi worked as part-time Lecturer at Universiti Putra Malaysia (UPM). Furthermore, he has a wealth of experience in the banking sector, having served as an in-house Shariah Compliance Officer of Affin Islam Bank Berhad and Deutsche Bank (Malaysia) Berhad, and later becomes the member of the Shariah Committee Council at Deutsche Bank (Malaysia) Berhad and OCBC Al-Amin Bank Berhad.

Dr. Muhammad Husni bin Mohd. Amin is currently Research Fellow at the Institute of Islamic Understanding Malaysia (IKIM). He holds a Bachelor’s degree in Mechanical Engineering from Universiti Tenaga Nasional (UNITEN) and began his career in the telecommunications industry before transitioning to academia. From 2012 to 2015, he served as Lecturer at Kolej Universiti Islam Antarabangsa Selangor (KUIS), teaching philosophy and civilisation. He earned his M.Phil. and Ph.D. in Islamic Thought and Civilisation from the Raja Zarith Sofiah Centre for Advanced Studies on Islam, Science and Civilisation, Universiti Teknologi Malaysia (RZS-CASIS, UTM). He joined IKIM as a Senior Research Officer in 2016 and was promoted to Research Fellow in 2022. He has co-edited scholarly volumes, authored peer-reviewed journal articles, presented papers at local and international conferences, and contributed over 30 newspaper articles. He served as an industry advisory panel member for Universiti Pertahanan Nasional Malaysia (UPNM) Bachelor’s Degree in Islamic Defence and Security programme (2020–2021) and is currently an honorary lecturer for the Universiti Sains Malaysia (USM) Master of Cognitive Neurosciences programme (2024–present). He is also active in public education through media, appearing on IKIMfm programmes such as Agama dan Peradaban, Islam in 15 Lives, Man and Nature, and Great Works of the Muslim World, which he co-hosts.

Dr. Muhammad Syafiq Borhannuddin is currently Fellow at the Institute of Islamic Understanding Malaysia's (IKIM) Centre of Economics and Social Studies, and Special Officer on International Affairs for its Director-General. He obtained his pre-university education in London, United Kingdom, before returning to Malaysia to obtain his Bachelor’s Degree in International Business. After some soul-searching, he embarked on graduate studies at the Centre for Advanced Studies on Islam, Science and Civilisation (CASIS; now known as Raja Zarith Sofiah-CASIS) in 2011, where he earned his Master of Philosophy in 2015, and Ph.D. in 2022. During winter 2024/2025, he spent a term at the Hashemite Kingdom of Jordan under Qasid Arabic Institute at to further his acquisition of Arabic. He has spoken on numerous international platforms on a range of subjects including: in Kyushu Island for Japan Foundation, at the World Congress of Philosophy in Beijing, China, at TRT World’s Istanbul headquarters, Türkiye, and in Moscow, Russia for the International Inventing the Future Symposium. In 2023, his first book titled Ungku Aziz’s Vision of Development (IKIM), was launched by His Majesty Sultan Nazrin Shah, and listed for Malaysia’s Best 50 Titles for International Rights at the 2023 Frankfurt International Book Fair. Currently at IKIM, his work lies at the intersection of academic research, advisory, leadership capacity building, and civilizational dialogue, informed by the Worldview of Islam.
Dr. Syed Redzuan Omar Alsagoff

Dr. Syed Redzuan Omar Alsagoff

Dr. Syed Redzuan is a dedicated scholar with a diverse educational background. He is currently a senior lecturer at the Raja Zarith Sofiah Centre for Advanced Studies on Islam, Science and Civilisation (RZS-CASIS), Universiti Teknologi Malaysia. He did his PhD at the same institution, with a thesis on wealth in Islam. He also has a business degree from Hawaii Pacific University, a master’s in cross-cultural communication from the University of Sydney, and an advanced diploma in local history from the University of Oxford. In addition to a strong academic foundation, Dr. Syed Redzuan has acquired extensive professional experience in applied research and finance. He has contributed to projects aimed at improving economic well-being and provided expert advice on investments. Beyond his academic pursuits, Dr. Syed Redzuan has actively participated in courses and workshops aimed at enhancing his teaching abilities. He has also written about important topics like gender and economics from an Islamic perspective. His research has been disseminated through various mediums, highlighting his dedication to advancing knowledge in his field.

Dr. Ugi Suharto is currently a Lecturer in the Faculty of Economics and Business, Indonesian International Islamic University (IIIU) and the Director, Centre of Excellence in Islamic Finance for SDGs. He was an Adjunct Professor at Raja Zarith Sofiah (RSZ) Centre for Advanced Studies on Islam, Science and Civilisation (CASIS), Universiti Teknologi Malaysia (UTM). He used to be an academician in various international universities including in Malaysia for 12 years. First as a Research Fellow and Assistant Professor at International Institute of Islamic Thought and Civilisation (ISTAC) and then at the Kulliyah of Economics and Management Sciences, International Islamic University Malaysia (IIUM). After being in Malaysia, he served at various universities in the Kingdom of Bahrain for 9 years; first in the University College of Bahrain (UCB) as an Associate Professor and then at Ahlia University, and then at the Centre for Academic and Executive Bahrain Institute of Banking and Finance (BIBF). In between, Dr. Ugi was also with the Markfield Institute of Higher Education, United Kingdom, from 2010 to 2011. Before returning to Indonesia, he served as an Associate Professor in the College of Business, University of Buraimi, Sultanate of Oman for 4 years. Dr. Ugi Suharto received his Ph.D (Islamic Civilisation, majoring in Islamic Economics) from International Institute of Islamic Thought and Civilisation (ISTAC) and obtained both his Master of Economics (M.Ec) and Bachelor of Economics (B.Ec), from the International Islamic University Malaysia (IIUM) in 1990.
Yusry Yusoff

Yusry Yusoff

Yusry Yusoff (YY) is the Chief Executive Officer of the Islamic Banking & Finance Institute Malaysia (IBFIM), since 2017. IBFIM was one of the institutions tasked to develop the Future Skills Framework (FSF) for the Financial Sector. YY has more than 30 years of experience and had served the Association of Islamic Banking Institutions Malaysia (AIBIM), Bank Negara Malaysia (BNM), Islamic Financial Services Board (IFSB) and Securities Commission Malaysia (SC). YY holds a Bachelor of Law from Universiti Kebangsaan Malaysia and a Masters of Commercial Law from the University of Melbourne. He also holds the Certified Qualification in Islamic Finance (CQIF) – Wealth Management, Islamic Financial Planner (IFP) and Shariah Registered Financial Planner (Shariah RFP) certifications. He has been admitted as an Advocate & Solicitor of the High Court of Malaya and an accredited Malaysian Anti-Corruption Academy (MACA) Certified Integrity Officer (CeIO) and HRD Corp trainer.
